After World War Two, some Japanese officials and scholars argued that the Hull Note of November 26, 1941, left the Japanese government no choice but to follow through with their plans to attack Pearl Harbor (and Guam, Wake Island, Hong Kong, and the Philippines) in early December 1941. After reading Pearl Harbor and the Coming of the Pacific War, what do you think? Was an agreement to avoid war between the United States and Japan still possible after the Hull Note?
